A “customers also bought” block is not a strategy
Most stores show a “customers also bought” block at checkout and call that cross-sell. The products shown are often generic best-sellers, not items that actually complement what is already in the cart. The timing is fixed at checkout, whether or not that is the right moment for that customer.
